Sie schaut sie immer an, wenn sie an ihrem Tisch vorbeigeht. = She always looks at her when she passes her table.
reflexive: sich etwas ansehen, sich etwas anschauen, sich etwas angucken
It’s hard to explain the difference. Let’s take “ich sehe das Haus an” (1) and “ich sehe mir das Haus an” (2). (1) just expresses that the speaker is looking at the house, (2) expresses that the speaker is looking at it for a reason, that he actively looks at it.
Schau dir das an! / Sieh dir das an! / Guck dir das an! = Look at this! (in the sense of checking something out)
It’s used if you have to direct your eyes to a certain point first.
Er wollte nicht hinsehen. Er sah woanders hin. = He didn’t want to look at it. (The last sentence means that he looked into a different direction. I tried to translate it saying “he looked somewhere else”, but that would mean he was searching for something, right? So it doesn’t work. I hope you get the German sentence anyway.)

It’s the opposite of “hinsehen”.

Er blickte sie an und war sofort verliebt. = He glanced at her and was immediately in love.
"Hinblicken" and "wegblicken" exist too, but they are not always interchangeable with "hinsehen/hinschauen/hingucken" and "wegesehen/wegschauen/weggucken". So better only use "blicken" if you can use "to glance" in English (just to be safe).
